China launches 2nd satellite for Venezuela

China launched a second satellite for the Venezuelan government Saturday, state media reported, days before President Hugo Chavez runs for re-election.

The observation satellite named Miranda launched from the northwestern Chinese province of Gansu.

It is Venezuela's second satellite in orbit, according to the Venezuela State News Agency, AVN.

The first one -- a telecommunications satellite -- was launched by China in 2008. It is named after Venezuelan independence hero, Simon Bolivar, the news agency said.

President Hugo Chavez, along with cabinet members and the Chinese ambassador to Venezuela, watched the latest launch from his palace in Caracas.

Hours before it launched, Chavez showed up at a plaza in the heart of the capital, surprising a crowd gathered to watch the satellite on giant public screens.

"We are watching history, the rebirth of history," the president said.

The Venezuelan leader said the satellite "is part of the scientific and technological development" of the nation. It will fly over Venezuela three times a day and take 350 high resolution images daily using four cameras, according to the news agency.

Venezuela will use it to monitor the country, urban planning, military operations, and to combat illegal mining and illegal crops, according to the news agency.

Miranda -- named after independence leader Francisco de Miranda -- was launched days before presidential elections set for October 7.

California bans gay "conversion" therapy for minors

SACRAMENTO (Reuters) - Governor Jerry Brown has signed a bill banning a controversial therapy that aims to reverse homosexuality in minors, his office announced on Sunday, making California the first state to ban a practice many say is psychologically damaging.

The move marked a major victory for gay rights advocates who say so-called conversion therapy, also called reparative therapy, has no medical basis because homosexuality is not a disorder.

Brown said in a short message on Twitter that he supported the bill because it "bans non-scientific 'therapies' that have driven young people to depression and suicide."

The bill's sponsor, state Senator Ted Lieu, a Democrat from Torrance, said the law was a gesture of remembrance for a man who committed suicide after undergoing the therapy.

The measure prohibits children and teens under 18 from undergoing sexual orientation change efforts. It received support from the California Psychological Association and the California Board of Behavioral Sciences, among others.

"LGBT (lesbian, gay, bisexual and transgender) youth will now be protected from a practice that has not only been debunked as junk science, but has been proven to have drastically negative effects on their well-being," Human Rights Campaign President Chad Griffin said in a statement.

He urged other states to follow California's lead.

Lieu said the psychiatrist who pioneered the therapy, Dr. Robert Spitzer, has since renounced it and has apologized to the gay and lesbian community.

"If anyone had any doubts such practices were evil, they need only listen to accounts of victims who went through this abusive practice," Lieu said in a statement.

During the legislature's consideration of the bill, people who had undergone the therapy as minors testified about why they wanted the practice banned.

"As a young teen, the anti-gay practice of so-called conversion therapy destroyed my life and tore apart my family," witness Ryan Kendall told legislators.

Several openly gay legislators gave emotional speeches in support of the measure, sharing how they were bullied because of their sexual orientation as youths.

All major medical and mental health organizations including the American Medical Association and the American Psychiatric Association have denounced the practice, supporters said.

Opponents said the bill encroached on the rights of parents to make choices for their children. They also said politicians should not regulate what they considered to be a matter for medical boards to decide.

The measure will take effect on January 1.

Qatar Airways flight lands safely after emergency

LAGOS, Nigeria (AP) ? A Qatar Airways flight from Doha to Nigeria landed safely Saturday after the pilot discovered a problem with the aircraft's landing gear, authorities said.

The Airbus 330 aircraft, carrying 148 passengers and 14 crew members, landed in Lagos just after 1 p.m. local time (1200 GMT) with no one onboard sustaining any injuries, state emergency management director Femi Oke-Osanyintolu said.

Qatar Airways said the flight's pilot noticed one of the 10 tires on the aircraft had a low pressure after taking off from Doha early Saturday morning. The airline said the pilot did not declare an emergency over the tire, though local officials said the pilot had. Firefighting equipment and emergency workers stood by for the aircraft's landing at Lagos' Murtala Muhammed International Airport, said Harold Demuren, director-general of the Nigerian Civil Aviation Authority.

Images of the aircraft after its landing showed the tire had peeled away from the landing gear. Those onboard later said they had no idea the flight had any problem until after it landed.

Foreign carriers flying into Nigeria, Africa's most populous nation, have had troubles before, including arriving at airports and finding their runway lights out. In one case involving an Air France flight in 2005, an airplane tore through a herd of cattle that somehow found its way onto a runway at Port Harcourt's international airport.

Local air carriers in Nigeria remain plagued by funding problems and allegations of corruption in the country. In June, a Dana Air flight from Abuja to Lagos crashed just before landing, killing more than 160 people. Recently, the nation's top carrier, Arik Air Ltd., suspended flights over what it claimed was government interference and corruption by the nation's aviation minister. The airline has resumed its flights.
